Tutorial: Adding a Background Color
Open the page the background image will be placed.
Once the page is open, go to the menu bar and click on Modify. Then click on Page Properties.

Click on the color picker to pick a color that is already presetted in Dreamweaver.
Click the Apply button to see how the color works on the page. If the color is what you want then click the OK button.
